Their recent report (from only 8 counties) indicates that casinos have cost those counties $182.5 million in one time costs and $16.7 million annually.

Hillock, Ted: Who made that deal? The Californian, Dec. 5, 2003. The article reports that the casinos cost counties about $200 million a year and receive only about $21.4 million from the state from the mitigation funds.
